The DTV (Digital TV) transition is 18 to February 12, 1917 February does not, right?

I foresee a DTV transition and want to be sure my dates are correct. All sources I can find, state: "At midnight on February 17, 2009 all full-power television in the States U.S. will stop broadcasting in analog and switch to 100% digital broadcasting. "I think it means at midnight on February 18, 2009, right? (In other words, a second before February 17, 2009 at 11:59:59? ")

Current law reads as follows … "By 23:59" … 17 February. Therefore, do not get the last minute. You can move the June 12 but has not yet arrived. The Senate may vote in the next week, but must still pass the Senate and the Pres to sign. Same if the time does not change, the law says "later" if nothing prevents individual stations even before the transition deadline. Wilmington, North Carolina and Hawaii have already done.
