TECHNOLOGY AND COMMUNITY DEVELOPMENT

Kumah ERIC JUNIOR

March 2009

SUMMARY:

In today's world, technology has invaded many aspects of human life. From his enormous influence on our education and professional development, small more subtle gadgets littering our homes, technology is virtually everywhere.

The reasons for the ubiquity summarize some of these features as the technology itself has. This feature, which is of great interest to many researchers, is the apparent lack of barriers to technology diffusion. It easily penetrates societies and even to remote communities, and once you reach your destination and capture, is apparently difficult to stop its spread. After that, consumer technology such as mobile phones, laptops, PDAs, radios and televisions became common in places like Africa, even with would take into account all barriers.

Unfortunately, he did not need much analysis to realize that although the use of technology more quickly in Africa, we still have many problems of development in our continent. This is a situation where technology is the coexistence peak with underdevelopment in Africa. With all the power of technology will be a useful exercise to explore how it can be used to solve some of these problems just met. In essence, using our gadgets little to solve our big problems.

This is the context in which they carried out this study. I wonder if our problems can be solved at all, then list the cases in which development projects that use technology have been put to work, and the conclusion by examining cases and lessons learned.

CHAPTER. 1.

INTRODUCTION

The limits of what the human mind can conceive and produce are increasing. Others discoveries have been made more things were created, more theories have been tested and refuted, more machines and became more problems have been created. technology science has been the driving force behind it. Science has proven a powerful tool that has affected many people and has shaped many communities.

According to the Oxford Concise Dictionary Edition 10, the technology is the application of scientific knowledge for practical purposes. Clearly this definition, we can see that scientific knowledge can exist in theory, but technology is only when used in practical contexts. For example, we say, know the rules of energy and dynamism is theoretical, but practical use of these rules for the manufacture of aircraft could be called aviation technology.

Also according to the Concise Oxford Dictionary community Edition 10, is the people of an area as a whole, while the development is consistent with the intent develop or expand and become larger and more advanced. By inference, the community development could explain that the growth and promotion group.

Today the world has become highly technological, and things in the seventies have been considered science fiction are so common that have become almost needs. From all corners of the world, has accepted the technology in the world, is pervasive and has the ability to radically change the situation.

Any attempt to attribute the reasons for the ubiquity of the technology will have many suggestions, some of the machines were more effective than humans at certain tasks, machines are less prone to errors, impartial and not tire like human beings. Another could be the increasing sophistication of human beings and the need for messengers equally difficult for us to help accomplish many tasks that are related to the nature of the technology interesting, once more advanced to do something is found, becomes almost unthinkable to try to do it through old-fashioned.

With a large-scale interaction of these and many other factors, there is little reason to be surprised by the sudden appearance of an automatic control little old cleaning floor laundry, cut the bread, cake mix, etc. the list is long.

And that is far from everything and the list of possibilities is endless innovation. Indeed, some of these innovations have shaped the world and there many examples to quote. The discovery of electricity and radio waves much changed world. Today, computers are changing the world even faster. Now, with cell phones, the opportunities have come and our imagination has become the only limiting factor. We can not wait for the next big thing to create and who knows what'll it be?

Image of technological advances is not a rose. In fact, some drawbacks to science, and the introduction new forms of danger comes in the wake of new forms of technology, like the nuclear bomb has come to nuclear technology, genetic mutations are unpredictable the result of genetic engineering, and many spoke little of chemicals that can destroy the ozone layer or global warming.

The severity of disadvantages of technology have led some to argue that technological progress, which is an example of us developing advanced science entities, but less than human. In other words, we become better scientists, bankers and professionals and the worst of human beings. Martin Luther King put this argument succinctly when he said: "Our scientific power has exceeded our spiritual power, we have guided missiles and misguided men."

Disadvantages is that technology brings to the issues that need serious consideration in determining what can be done to eliminate or minimize their effects, since the technology is certainly here to stay, and it is our advantage to learn to work with him in a way that would be more beneficial to us.

But despite the drawbacks listed here and even more numerous, anonymous, we have seen that we can still get many benefits of science and since we live in, or at least to a party the world where development is a puzzle that must be the first to start a serious study of this phenomenon and see how they can use to our advantage. You may be surprised to see that there is a greater feasibility of using our gadgets little to solve our main problems.

Clarify that the purpose of this article is to present technology as a panacea to clear our many odor problems, technology alone will not solve Africa's problems is that our problems are too complex, too deep and too overwhelming for a successful system simplistic. We can only succeed if, in case of a more integrative approach problem, understand the strong commitment to serious research, establishment of appropriate structures, and take the necessary initiatives. It is a mistake to assume that the technology itself is adequate, just and the application itself will be sufficient to achieve good result3. While the technology may be able to do something, you must have the vision to lead in the right direction.

Only with this knowledge we can make significant progress in the development agenda.

In our particular context, Africa has shown that the technology could coexist with underdevelopment. People have satellite television, so there are no teachers in the classroom, we mobile devices and handheld computers and equipment, but our streets are not yet known as well, there is still a large number of illiterates own and use cell phones, provision of health information is always a challenge, even though many people have access to radio and television. The list is endless lament.

CHAPTER 2:

Technology can really address our problems?

Attention health, access to water and life expectancy, governance, industrialization, and even the quality of human life, there are many problems in African communities.

Today we are told, live in the information age, an era where access to information is the new driving force in the world. The proliferation of Internet and the World Wide Web has shrunk the world only to a wide audience with unprecedented access to vast amounts of information. This communication is not used and training partnerships is limited by physical distance, national or political borders4. With all the momentum that makes this modern technology and is proud as favorite significant sustainable development for many reasons.

Chief among these reasons is the fact that there is a better understanding of underdevelopment Peer Africa, which could be due to the information age, and the belief that improving our situations may be returned. It is very different from decades ago, when there was a lot of resignation and hopelessness among black professionals. Supporting evidence would be the fact that thought has led to much of the integration agenda in Africa and a greater focus on the Economic Partnership Agreements (EU-ECOWAS).

Another positive indicator is the increasing number of professionals trained and specialized technology in the face of the continent. Although the number of improving themselves will not be a good indicator, but with the holistic approach mentioned above, we see a sign of hope to prove that there exists great potential for success in a system still in use, although the technology to solve our problems development.

Another positive point is the individual work that is carried out by different groups with different approaches (studies of the system of indigenous leaders, for example) to address the same problems. This is clear evidence that, in excess of the level of commitment, we have tried real problems to solve. Although some of these attempts were unsuccessful due to many challenges as the experiments have been learned and lessons have been learned, to be used for future use.

Finally, there are areas where significant progress has already been made in Africa. Statistics show by example that there were significant improvements in student enrollment girls in places as Nigeria, Kenya and Zambia5. This is certainly a feather in our cap, and these areas can serve as a booster seat to meet other dark.

All this suggests that we might be closer than ever to solve our problems, and everything will be more than a few giant grows forward.

Here is where the technology is in the image. It's the only thing that seems to have no barriers, catches easily and has the power to transform even the most inaccessible places land cities grass distance business. It is omnipresent. His innovations accelerate month. Consequently, it is most likely tool to achieve something significant.

In the early 90s, the researchers describe Africa to be in a technological apartheid 6. Today, however, with increasing globalization may be a slightly better picture can be painted. Although Africa is not in the league of original and innovative initiatives can not be taken as a good use technologies that we or others are, we would still have something positive to report. For example, in some cases, Africa has made comparable material and human resources. So "the apartheid "would be a clear definition of the situation as is.

As mentioned earlier in this document, the technology alone will not solve our problems. However, serious considerations with the active participation, a comprehensive system that integrates and although the technology will be a solution very viable.

However, by looking at all the attempts made so far and its challenges and side effects if any, can say with confidence that all will be good accompaniment compliments technology is very important to boost earnings development program.

CHAPTER 3:

How is the technology used to solve problems?

In many countries around the world, people have made progress using serious technological knowledge to solve all sorts of problems. Many questions have been raised to such attempts, and then briefly summarizes some of the places where he has been the practice of science used for the growth of the community.

3.1 ELECTIONS

In the recent history of governance in Africa, elections have always been a challenge. It is hard to find one year completely free and fair vote, while the contested elections, the unfair process, irregularities simple non-transparent and inefficient are common. With a background poverty, it is not too difficult to understand why the stakes are so high in African politics and why it is very lucrative power in this part of the world. It is not resist, is a series of rebellions that could have been avoided if the election proves to be fair, free and transparent to a significant degree.

To achieve this ideal has proved difficult to grade for reasons the complex interaction of factors, including a government based electoral commission, a winner-take-all parameters and do not commit the motivation in the virtues of the right. Knowing that power is so lucrative when you have winner-take-all settings, it is very hard to let go election process control. It is a motivation for dishonorable acts, unfortunately, we see quite often.

Because elections are very participation and they need to develop programs that cover a variety of places (the home of a voter at the polling station, the collection center, the seat Electoral Commission, the domain public and return to the house of voters), it follows that if you try to make a public display their nefarious activity, it must be a tactic to succeed in this dishonest acts. The tactics vary, but are always a series of measures intended to prevent information from entering the public domain. While, for example, the numbers may be changed at any time as the original and authentic from falling into the hands of the public.

If democratic leaders have been truly understood, there will be no voter fraud. But since you are not currently at a better time, monitoring of elections is a tool we can use at least reduce ability of cheating.

Mobile phone technology is used in the monitoring of elections in some African countries under a new monitoring system election called "parallel." reports is simply a parallel approach monitoring the elections that independent observers allowed to spread news of votes counted at baseline, which is the electoral college. Figures are transmitted to an independent center where they are collected and checked against the official figures announced by the electoral commission.

An advantage of this system is that you see more and more difficult for an electoral commission to try to influence the outcome of fraudulently in favor of one party. The data dissemination or transmission of the results are mostly mobile phones. Senegal is an example of a country which the project was a success.

HEALTH 3.2 assists

The statistics in search of health care is interesting. The figures show that a large number of HIV / AIDS in the world are the people who live in Africa. Same time, a growing market for consumer electronics such as mobile devices, Portable PC, etc can be found here on Africa. This represents a population overlap, and is prudent for a certain amount of investigation has been directed to try to find ways to integrate technology in the treatment of many diseases in the face of continent7.

Tuberculosis (TB) has long been is known that one of the deadliest diseases known to man. Besides the threat that this disease is highly infectious bacteria present in human life also additional recognition benefits to lower the patient's immune system to make it easier for other diseases, which may have different degrees of damage to attack the victim.

As if this were not enough, TB is a deadly habit of mutating at least in case of failure dose. Therefore, any physician against TB patient who knows that demonstrates a disregard for the rules of the drug is clearly not interested in getting healed. As a result, over the years, ways to enforce the religious observance of drugs have been tried, but success has largely eluded caregivers.

In South Africa, one project worth, the award-winning performance SimPill System Project, which uses a real-time management to increase adherence to medication prescribed for the treatment chronic diseases – including tuberculosis, which is a major cause of death among people living with HIV.

Social 3.3 Themes

Burns projects which use technology to solve social problems were implemented in South Africa. An image of Fahamu UMN Yango name (which means "door" in Zulu) has implemented to combat domestic violence by equipping people with mobile phones as tools to monitor and report abuse. Under this scheme, victims are using their cell phone to call a predefined number and popular and give details of the abuse.

Fear to be victims of violence has always been difficult for victims, witnesses and relatives stepping up and complain authorities. There are examples of places where people had reported abuse and had been taken by the attackers. We have been friends of the victim of abuse information to your friend just to go home to be abused by their partner as punishment for "nose dive in business others. These people have been forced to pay the price for exposing a bad thing.

This fear has been completely eliminated in this project due to the provision of anonymity, the call can be done in secret, and even the details of the journalists are not always necessary. This contrasts sharply with the situation in the past when the victims, neighbors, witnesses were required to enter a police station to make an official report.

Apart from success, the number of reports received, it was also a reduction in the number of cases of violence. This may be due in part to deter aggressors feeling would be that any passerby could have a cell phone to make sure that the visit of a police inspector for the spouse assault.

3.4 Animal husbandry

The technology has also been used in agriculture.

Farmers who raise livestock in small flocks longer develop a personal relationship with the animals, the farmer knows everything about them and you can see an extinct animal or a patient at a glance. However, because takes months of careful observation of the behavior of each cow for all the animals well enough to take note when there is an infection or an animal chews well, this task would not be effective if done by a pastor of a man with a large herd.

To remedy this situation, the technology was voice tags developed in Europe. This project uses a label, which is a belt with sensors and worn around the neck of each animal. These sensors monitor various indicators such as rate of ruminant animals, voice clarity, digestion and breathing and send data collected to a central computer.

While the team knows what is normal for each cow and inform the pastor when something goes wrong cow.

The advantage of this project is that the farmer can take action with speed and precision that gives preferential treatment to animals, the question. This eliminates the need for systemic treatment of the entire herd, which is at the same time and spend money.

These are some of the ways in which technology is used for further development.

CHAPTER 4

What lessons have been learned?

No matter promising an idea or a project sounds, there are inevitably problems in the deployment project. In the above projects, here are some of the problems you may experience:

The election monitoring program, misinformation has been identified as one of the problems with the program in the face. It is true that all the information is not in the hands of government, transparency is so much more accomplished, but it is also true that the mass disinformation remains an unpleasant possibility.

Another problem could arise when there is a situation where people are trusted not necessarily the degree of independence of observers independent, he said. It can lead to a problem in which the parties could take a reputation observers to use the resulting distrust of preparing the ground for a possible rejection of the results.

Overall, a worthy goal and if a security audit have been added, the figures would be much more to say than most people.

Celebrating successes is important to note that a number of other factors needed to pass a state can evolve into a more democratic model of government. The expert in African politics, Sheldon Gellar, these changes include: strengthening independent media, and ensure the freedom of the company civil, decentralize power, giving more control to local communities, empowering women and the improvement of judicial systems to ensure the independence and power to punish.

Governance is an area that is set to reap some benefits of this phenomenon when used judiciously, unilateral and arbitrary standard may be reduced towards a more participatory leadership in Ghana

The technology could help achieve these objectives, to some extent, that communication is the key to the oppression overcome.

In some cases, such as election monitoring or report domestic violence, the Internet can be used to give communities the media, organize and provide good information that is not controlled by the government. However, it is not practical in Africa, since only small percentage of Africans have Internet access affordable.

In the health project mismanagement base was identified as one of the reasons why many projects seem to skid to a stop after test. not always necessary funds are available to those in need.

Another problem observed is people use the project are not always consulted during the design and planning ideas, there is a lack of communication between beneficiaries, professional health technicians and administrators.

Another problem is the theft of mobile phones. While cell phones are a relatively low cost technology, they still have considerable value in areas affected by poverty and frequently stolen. And that flight is likely to increase as these devices become increasingly complex. However, it is highly questionable as some analysts argue that the loss of a cell phone to a thief is not so much an economic loss of losing a machine more expensive.

In the draft domestic violence is an obstacle was the lack of communication between the different parties involved in the system. Comments were almost nonexistent, and people could not if your contribution is helpful – or received, and in some cases, officials receive warning messages of violence against women can not be prepared to react.

Another problem is the unfortunate situation in which some unscrupulous people have made the work more difficult for the authorities for false alarms. This could be done through education and the integration of punitive measures.

However, for effective use of measures punitive damages, even more advanced technologies will be needed, for example, to identify a particular cell phone subscriber, and take action against them, as the blocking of its Subscriber Identity Module (SIM), etc.

And the problem of funding common to many projects and is always present, and is more common in the breeding project.

CHAPTER 5

CONCLUSION

Certainly there are challenges in using technology to achieve the objectives development, but these efforts still a huge potential and costs would not oppose any obstacle to compare the threat of underdevelopment and poverty. Therefore, only we try to work more in this type of solution.

Our attempts to develop and efforts should think more seriously about the viability and scalability. An important factor in this direction is the accessibility plan programs and develop. The more affordable options are more likely to succeed, so the fact that most development projects do not require no more complex or new gadget is good to have in mind.

Also through the creation and implementation of any project, sufficiently Consultations should be conducted to ensure that there is a general buy-in on the idea of creators to beneficiaries. Request This common sense idea of the property.

The quality of management should also be improved and measures should be implemented to ensure the right do things.

Identify the problem is half the solution. You are now more aware and have made some attempts to solve them. To put our acts together to learn and develop new strategies with a focus on new technology is undoubtedly the way forward. I am convinced of the viability of this new approach.
