On the basis of the theory of public regulation, why would it be appropriate for a government agency to regulate cable television channel in a single community? A. In the absence regulation, the cable company could charge higher price than socially desirable. B The cable operator would not otherwise Cartoon Network. C. The operator Cable would not otherwise pay their workers a fair wage. D. In the absence of regulation, the cable company can not monetize.
